Job Description

DutiesYou will review, formulate and administer all flutter, noise, and vibration engineering requirements to be embodied in technical criteria and documents governing fixed wing aircraft.You will serve as the technical specialist and advisor for matters related to structural dynamics, aeroelastic and aeroservoelastic stability, sonic fatigue, ground and flight testing related to dynamics, vibration and acoustic load issues.You will evaluate proposals for new aircraft and weapons systems, and modifications to existing vehicles and missiles to determine acceptability or identify deficiencies with flutter, dynamics, and acoustics.You will plan and control technical direction of laboratory qualification test programs, ground test and wind tunnel programs,You will be a vital participant in the flight clearance process for developmental and operational fixed wing aircraft and missile systems.You will be accountable for the safe execution and successful completion of dynamics flight test programs during fixed wing air vehicle and missile research development programs.You will develop engineering solutions to fleet problems relating to structural dynamics and acoustic loading.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level DP-04 or pay band GS-12/13 in the federal service or equivalent experience in the private or public sector as a professional. Specialized Experience must demonstrate the following: 1) Evaluating adequacy of structural dynamics analysis for aircraft designs and modifications; 2) Identifying structural dynamics problems arising during development or modification of an aircraft and establishing the optimal approach to solve the problem; 3) Providing structural dynamic input for the planning and execution of research and development programs; 4) Applying knowledge of engineering principles and practices including aircraft structural design and analysis, test methods and data analysis; 5) Applying knowledge of aircraft structural static and fatigue strength requirements, aerodynamics, stability and control, performance, and flight control systems; and 6) Solving in-service aircraft structural problems under trying and immediate circumstances.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
