DEFINTION
The Background Investigator conducts background investigations of applicants to determine suitability of employment; and performs other related work as required.
This is a part-time, at-will, non-benefited position. Hours are limited to less than 1,000 hours per year. APPLICATION PROCESS
All applicants who meet the minimum qualifications of the position will be placed on an eligible list and invited to a selection interview with the Modesto Police Department. The following information is provided for use as a reference and as a planning tool. Human Resources is unable to schedule make-up examinations. Applicants that meet minimum qualifications will be invited to continue in the testing process.The Human Resources Department reserves the right to revise the testing process to best meet the needs of the City.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Conduct thorough and objective investigations into an applicant's suitability for the position sought;
Review and summarize documents regarding an applicant's work history, criminal history, financial/credit history, and personal and professional references;
Interview, both cooperative and reluctant, references;
Develop leads and additional references for corroborative or contradictory information;
Identify and utilize outside resources such as internet, City Attorney, public and law enforcement databases and allied agencies;
Keep detailed and comprehensive notes on assigned investigations;
Prepare summary reports using template formats;
Prepare reports that articulate the correlation between qualifying/disqualifying information and the job dimensions as recognized by POST.
Perform other related duties as assigned.
MINIMUM QUALIFICATIONS Knowledge of : Modern police investigative methods and procedures
Interviewing and interrogation techniques.
Government Code, Labor Code, Americans with Disabilities Act and Fair Employment and Housing Act and POST Guidelines as they relate to the background investigation process, requirements and restrictions.
Basic computer and modern office automation technology and computer software programs relevant to department operations.
Ability to : Analyze information and situations quickly and objectively.
Prepare accurate and grammatically correct written reports.
Recognize significant and relevant information from a variety of documents regarding the applicant's personal history.
Grasp small details during interviews and pursue resultant leads.
Effectively manage multiple appointments and tasks within a set workweek.
Demonstrate initiative in keeping themselves abreast of court decisions affecting their job responsibilities.
Seek training relative to position and be prepared to appropriately apply learning to existing police department policies and practices.
Communicate clearly and in a concise manner, both orally and in writing.
Understand and carry out oral and written instructions.
Operate standard office equipment including a personal computer and centralized telephone equipment.
Develop favorable public relations and maintain an appearance that projects a positive and professional image.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Experience and Training Guidelines : Any combination of education and experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience : Two years performing employment applicant investigative work in a government or contract investigative agency, or four years experience as a full-time paid peace officer conducting investigations. Completion of a Peace Officers Standards and Training (POST) approved Background Investigator course preferred.
Training : Equivalent to the completion of the twelfth grade. Completion of a minimum of 30 units of college coursework from an accredited college or university or possession of an Associate of Arts degree is desirable.
Licenses/Certificates : Must possess a valid Class C California driver's license with an acceptable driving record.
Additional Requirements : Must be a minimum 21 years of age.
Must not have any felony convictions.
Be a United States citizen or have applied for U.S. Citizenship.
Candidates are subject to an extensive background investigation including fingerprinting.
PHYSICAL AND MENTAL REQUIREMENTS Mobility : frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting.
Lifting : frequently up to 10 pounds; occasionally up to 25 pounds.
Vision : constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.
Dexterity : frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.
Hearing/Talking : frequent hearing
and talking, in person and on the phone.
Emotional/Psychological : frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.
Environmental : frequent exposure to noise.
WORKING CONDITIONS Conditions will vary depending on assignment. Work may be performed in a typical temperature controlled office environment subject to typical office noise and environment. Work may also be performed in a typical outdoor environment on a year-round basis subject to street or field noise and year round weather conditions.
Position may require occasional overtime, weekend work and the ability to travel.
SICK LEAVE: Employees employed with the City of Modesto for six (6) full pay periods or more receive sick leave credit at the rate of twenty-four (24) hours or three (3) days per calendar year, per AB 1522.
PUBLIC AGENCY RETIREMENT SERVICES ALTERNATE RETIREMENT SYSTEM PLAN (PARS ARS): Total contribution of 7.5% - employee pays 3.75% of wages (pre-tax) and the City pays 3.75%.
