Job Summary This p ostin g is for two Bu y er 1 p ositions anticipated to last approximately two (2) y ears with a pro j ected end date of October 2026
As a Buyer 1 at the Minnesota Pollution Control Agency, you will provide assistance, analysis, and support for agency staff in the use of the procurement component of the Statewide Integrated Financial Tools (SWIFT) system (procurement services for staff and purchasing commodities, services and construction). Responsibilities include to track and analyze problems/issues identified; and assist to develop and implement new policies, procedures, or changes to the agency process to make the MPCA procurement process more efficient and effective.
Qualifications Minimum Qualifications One (1) year of technical/professional work experience in procurement (purchasing products, materials and services) OR
A Bachelor's Degree in Accounting, Finance, Business Administration, or related field may substitute for the work experience AND Ability to learn to prepare specifications for bids, evaluation of bids for accuracy and suitability of the product quoted.
Current Authority for Local Purchase (ALP) at the $25,000 level or the ability to obtain this certification within six months.
Computer experience with programs such as Adobe Pro, AdobeSign,and Microsoft Office Suite: Outlook, Word, Excel, MS Teams, and PowerPoint.
Knowledge of the Statewide Integrated Financial Tools (SWIFT) accounting and procurement system or other similar/related Oracle Financial tool(s).
Ability to establish and maintain effective working relationships with vendors and customers.

Preferred Qualifications Current ALP certification at the $25,000 level or higher.
Database and spreadsheet management sufficient to create, update and manage documents.
Knowledge and ability to interpret, apply and communicate state procurement laws, rules policies, procedures and governmental purchasing.
On-line file management experience (i.e. TEMPO, etc.)
Strong organizational skills and ability to collaborate with others, in a team setting, which may include the distribution and sharing of work tasks to meet customer needs.
