Duties
Essential Position Functions
- Collect and analyze data to identify relationships and to recognize patterns and implications that can be used by law enforcement personnel.
- Prepare routine and comprehensive written reports and make clear oral presentations upon request.
- Prepare roll call notes and formulate other forms of intelligence to share timely, relevant information to patrol, department staff, community members, local business and/or public safety partners.
- Develop profiles of known offenders and arrestees and research their past crimes through multiple databases to establish their methods of operation, whereabouts and criminal relationships.
- Monitor LeadsOnline (investigative tool) for anomalies and Minnesota Repository of Arrest Photos (MRAP) for specific arrest types of Eagan offenders for proactive investigations.
- Provide staff with real-time intelligence during critical incidents.
- Use crime mapping and geographical information systems (GIS) to demonstrate relationships and enhance the visual presentation of the research data.
- Use professional journals, training, academic research, and other outside resources to support analysis and reporting processes.
- Be a resource to other employees about crime analysis and how to access automated resources.
- Provide support to others in preparation of documents, research of data, execution of tasks, or assistance with visual documents including graphics, maps, charts, and photos.
- Participate in police department initiatives and serve as a representative for the city.
- Provide input, data, statistics, and information for the city and police department website upon request.
- Use the Department’s information systems to extract data and design user-friendly reports when needed.
- Maintain accuracy standards and help others take steps to correct errant data found in police systems (i.e. Records Management Systems and GEO files)
- Assist staff in assembly and presentation of information for police initiatives, including extracting, arranging, and presenting data for multimedia display.
- Provide analytical support during the investigation of internet related crimes and other major cases as assigned, so that new leads can be generated, information documented, and issues identified.
- Properly collect evidence and provide the necessary analysis of information collected from any sort of electronic device used in a crime.
- Organize, catalog, and appropriately store all investigative data related to computer crimes.
- Validation of any equipment and software used for forensic examinations and become an expert using equipment and related technology necessary to extract evidence from electronic devices and make recommendations on the procurement of equipment and technology for department use.
- Provide expert testimony when necessary.
- Stay current on analytical best practices, new techniques and forensic changes.
- Other duties, as assigned.
Requirements
Minimum Qualifications
- A Bachelor’s degree in Criminal Justice, Computer Forensics Geography, Computer Science/Engineering or an equivalent degree.
- Knowledge of the principles, practices and techniques of planning and research.
- Two (2) years’ experience or education in the use of Geographic Information Systems (GIS), preferably ARCGIS software.
- Familiarity with the concepts of database construction and management, as well as the ability to design and customize reports from databases for the end-user.
- Experience working with personal computer hardware and peripherals which includes installation, configuration, and maintenance.
- Experience with current Windows operating systems, and internet protocols.
Desired Qualifications:
- Experience working for federal, state or local law enforcement agency as a crime analyst or similar position performing the essential functions of this position.
- General knowledge of research design and associated techniques.
- Possess an awareness of Community Policing and Problem-Solving Policing concepts.
- Experience in assisting others in computer skills, crime analysis techniques and research techniques.
- Experience with accessing law enforcement databases such as: Department of Public Safety, Department of Corrections, Bureau of Criminal Apprehension ISS, JNet, E-charging, MNCIS, and other commercial and non-commercial web-based databases.
- Experience with Open Data Base Connectivity (ODBC) to access data and integrate with various software products.
- Knowledge or experience with computer forensic software such as Encase or Forensic Tool Kit (FTK).
- GIS Certification.
- Practical understanding of technical aspects of cellular networks, cloud storage, location services, cell phones, tablets, computers, and related software to examine the data and then create usable and meaningful outputs for detectives and attorneys: CellHawk maps, frequency charts, link charts, etc.
- Advanced use of Excel (pivot tables, formulas, data analysis toolpak, 3D maps); additional knowledge of SQL, Report Builder, PowerBI, or R
- Background in Computer Science.
- A+ Certification or related Microsoft certifications
- Strong problem solving, analytical, and communication skills, and the ability to effectively communicate with others
