SALARY: $47.18, per hour DOE

REPORTS TO: Current History/Archaeology Program Director

LOCATION: History/Archaeology ; Nespelem, Washington

Basic Functions: This is an Exempt training position designed to meet expectations for Section 8 of the Employee Policy Manual for Leadership and Management Training (Succession Planning with a one-year training period). Incumbent is responsible for administration, fiscal management, contract oversight, and supervision of the History & Archaeology Department. Duties include implementing program goals and objectives; preparation and oversight of budgets - up to 80 annually. Oversight and/or supervision of all activities, grants, and contracts of the Department. This position functions as the Tribal Historic Preservation Officer (THPO) for Cultural Resource Management (CRM) projects on and off the reservation. Oversee the curation of cultural materials; administer any funding for historic preservation and Cultural Resource Management issues; identify and nominate eligible properties to the National Register of Historic Places and Colville Tribal Register; and provide management and policy assistance on natural resource/cultural issues to tribal divisions, Administration and the Colville Business Council. Oversees the operation of the Colville Tribal Museum and the Ft. Okanogan Interpretive Center, Plant Team, Archaeologists, Tribal Archaeological Repository, and Traditional Cultural studies. Coordinates all Section 106 (36 CFR Part 800) and NAGPRA issues.

Qualifications

MINIMUM QUALIFICATIONS:

Education and Training:
  • Requires a Master's degree in American History, Native American Studies, CRM, or Anthropology and three (3) years of experience in a Federally approved historic preservation program with additional experience in policy analysis, budget preparation, and quantitative methods; AND two (2) years at the administrative or policy level
  • ORBachelor's degree in Public Administration, American History, Native American Studies, CRM, or Anthropology AND five (5) years of administrative experience in a Federally approved historic preservation program including experience in policy analysis, budget preparation, and quantitative methods; and two (3) years at the administrative or policy level.
  • Requires d emonstrated experience with budget preparation and monitoring, contract oversight, selection of staff and delegation of authority, evaluating performance of subordinates, and initiating corrective and disciplinary actions.
  • Requires one year of on the job training from the sitting Manager/THPO
  • Must possess a valid Washington State Drives License and be eligible for the Tribes vehicle insurance and maintain throughout duration of employment.
Knowledge, Skills, and Abilities:
  • Requires knowledge of the history & archaeology of the Colville Confederated Tribes.
  • Requires knowledge of the contract administration process, professional standards, qualifications, and contract protocols (preferably of the Colville Tribes).
  • Requires knowledge of Colville Confederated Tribes historic/prehistoric Indian way of life, traditions, customs, practices, territories and its affects to the Tribes' legal rights, fishing, hunting, and ceremonial purposes.
  • Requires demonstrated managerial skills, personnel oversight, and establishment of departmental protocols.
  • Requires knowledge of laws; cultural resources, environmental, and Tribal (NAGPRA, NEPA, ARPA, AIRFA).
  • Requires ability to speak in public and represent the interest of the CCT at meetings and other professional conferences.
  • Requires ability to work to professional standards and understand the CCT History/Archaeology proposal and contracting process.
  • Must be proficient in Microsoft suite.
  • Requires ability to recognize, edit, and write professional reports in the CRM field.
  • Requires ability to sustain important negotiations and work cooperatively with tribal, local, state and federal governmental representatives.
  • Requires ability to protect the rights and enforce the sovereignty of the Tribes.
  • Requires ability to evaluate and make management decisions to the Colville Business Council from professional technical support.
  • Requires ability to lift at least 25 lbs.
  • Requires ability to travel by motor vehicle or in aircraft.
  • Requires ability to keyboard.
  • Requires ability to do tedious and repetitive tasks - copying, scanning, cut and paste.
  • Must be able to function indoors in an office environment engaged in work of primarily a sedentary nature.
  • Requires ambulatory ability to sit for extended periods of time, to utilize microcomputers and peripheral equipment, and to move about various campus locations.
  • Requires the ability to use near vision to read printed materials.
  • Requires auditory ability to carry on conversations in person and over the phone.
  • Requires the ability to retrieve work materials from overhead, waist, and ground level files.
  • Requires sustained repetitive motions and manual and finger dexterity to write, use a pointing device, keyboard at an acceptable, operate microcomputer, and operate other office equipment.
  • Must be comfortable in the presence of human remains.
Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.

If required of this position, you must possess and maintain a valid Washington State driver's license and be eligible for the Tribes' Vehicle Insurance. In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
