Under general supervision of the City Manager, this exempt employee performs a variety of professional, administrative, and managerial duties as needed to assist in planning, directing, organizing, and controlling city-wide management functions. Provides support to the City Manager in developing economic programs to bolster and expand the economy in Payson City. This position is hands-on and will interact with the diverse community that makes up the city. This includes working with the local businesses, Chamber of Commerce, Economic Development Corporation of Utah, Utah Governor's Office of Economic Development, etc.
III. Essential Duties
City Manager's Office
Assist and participate in the implementation of goals, objectives, policies and priorities
for City-wide government and the City Manager's Office.
Provides the City Manager with accurate and timely information to support decision making and policy direction.
Assists the City Manager on a wide variety of municipal programs, capital projects, infrastructure projects and other issues.
Coordinate activities of the City Manager's Office with City departments and outside agencies.
Assist the City Manager in the creation and preparation of material for City Council meetings and coordinate with the City Manager and/or department heads on any follow-up items resulting from City Council meetings.
Explain, justify and defend programs, policies and activities; negotiate and resolve sensitive and controversial issues.
Participate on a variety of boards, commissions and committees.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Prepare written reports to make presentations to the Planning Commission, City Council, etc.
Oversee special project assignments within various departments, as directed.
Assist with information flow and follow-up between the City Manager's Office, City Council, and other internal and external stakeholders; implement City Manager direction, on his/her behalf.
Assist with strategic planning activities, monitor performance management, and monitor City Council goals and objectives.
Coordinate and participate in providing reasonable staff assistance to the City Manager, City Council, and other City boards and commissions as assigned; attend City Council Meetings and other public meetings to assist or represent the City Manager.
Serve as acting City Manager as required, oversee City operations in the City Manager's absence; provide assistance to the City Council; respond to requests for policy implementation; review draft City Council agendas and staff reports and conduct agenda setting meetings.
Supervise studies, surveys and the collection of information on difficult operational and administrative problems; analyze fundings and prepare reports of practical solutions for review. Analyze business or operating procedures to devise most efficient methods of accomplishing work; plan study of work problems and procedures, such as organizational change, communications, information flow, or cost analysis.
Participate in City wide public relations and communication activities.
Assist, advise and make recommendations to the City Manager; formulate, interpret and
implement City policies and procedures; relieve the City Manager of administrative detail.
Provide oversight and supervision to assigned department directors, managers and staff.
Assist and ensure the preparation, administration, and management of grants involving economic development. Assist with writing and submission of other grants as assigned, provide statistical or analytical information for submittal.
Economic Development
Oversee economic development activities and strategies to stimulate the recruitment of new industry and businesses, as well as retention and expansion of existing businesses to enhance the City's overall economic health and revenue stream.
Monitor the success of economic development programs such as business attraction, small business assistance, commercial revitalization, business retention and marketing key development sites.
Assist potential new businesses in site selection; coordinate key activities with all City departments to facilitate the location process.
Serve as a liaison between property owners, businesses, city staff, and others regarding development projects and programs.
Serve as a liaison for economic development activities with regional agencies and organizations.
Develop a municipal marketing plan to conduct marketing of the City's economic development program and city services.
Analyze and interpret market information regarding a variety of complex data, such as sales tax revenues, employment trends and development trends.
Work closely and collaborate with the Chamber of Commerce on a variety of activities.

V. Qualifications
Education:
Master's degree from an accredited college or university in business management, urban planning, economics, finance, marketing, public administration, or a closely related field.
Experience:
Seven (7) years of progressively responsible experience performing above or related duties; five (5) years of which must have been in a supervisory capacity; or any equivalent combination of education or experience. Experience in a public sector agency is highly desirable.
Licenses/Certifications: A valid State of Utah Driver's License.
Special Qualifications: Must pass a criminal history background investigation.
